The lack of development of third-party testing agencies in the food industry intermediary organizations is a state in which the state should make changes. At present, all testing organizations in China are government agencies. Forming a community of interests with the department is often a matter of fairness, objectiveness and speed. While a large number of foreign countries are third parties, the government only purchases its services. It is associated with enterprises and enterprises entrust them with checking. Once a problem arises, they have joint and several liabilities.



The absence of third-party agencies has put the government in awkward position. Then there is the industry association. Nowadays, most of the food industry associations in our country have become places where certain leading comrades "play waste heat." Industry associations are not able to do industry self-discipline, establish industry integrity, etc. in the industry. The problems that the industry itself had to solve have resulted in pressure on the government.

If the prices of products are to be raised, the government will come to the company. Once the prices of the enterprises are successful, the people complain about the government. At present, there is no mechanism that allows consumers to feel that prices are justified. This is the reason why the issue of production standards for milk has been stirred up.

U.S. industry associations can talk to consumers, they can also talk to the government, formulate industry rules, clear up the “black sheep” in the industry, and help the industry in the event of a crisis in the industry. When the prices of products are to be raised, the industry associations come forward to talk to consumers, explain reasons, reach consensus, and play a pivotal role in the development of the industry.

The good news about brewing third-party testing agencies in China is that it is one of the most influential annual events of the year for the third-party testing industry in China. The Third China Development Forum for Third-party Testing Laboratories will be held in Chengde, Hebei Province from September 7-9, 2011. The China Academy of Inspection and Quarantine, which has been held since 2009, has played a positive role in promoting the development of third-party testing organizations in China. It has been successfully held for two consecutive years. At that time, more than 300 representatives from the quality inspection system, testing institutes, analysis and testing centers, key laboratories and research institutes and instrument manufacturers, technicians, quality managers, laboratory directors/managers, and experienced engineers will be invited to discuss the relevant issues. On the issue, we hope that the third party testing agency will be able to make it as soon as possible.
