Regulations and Regulations Introduce Tests on the Manufacturing Level of Textile Equipment

In a significant move, ten key government ministries and commissions, including the National Development and Reform Commission (NDRC) and the Ministry of Finance, have jointly issued the "Notice on Accelerating the Adjustment of the Textile Industry Structure and Promoting Industrial Upgrades." This follows similar initiatives targeting sectors such as coal, aluminum, and cement. In an interview with reporters, officials from the NDRC emphasized that while China’s textile industry has experienced rapid growth in recent years, this expansion has largely been quantitative rather than qualitative. The sector faces critical challenges, including limited innovation, weak brand development, lagging raw material advancements, and uneven regional development. Addressing these structural issues is now one of the top priorities. According to the NDRC, during the “Eleventh Five-Year Plan” period, efforts will focus on accelerating technological upgrades to enhance product value, diversifying raw material sources, and bringing key textile processing technologies and equipment up to international standards. These steps are aimed at shifting the industry toward a more sustainable and high-value economic model. Although the current textile industry maintains a balance between production and demand, it is encountering new challenges. With the rapid increase in conventional chemical fiber production capacity, there remains a shortage of functional and differentiated fibers, alongside delays in supporting material development. To tackle this, the Opinions highlight the need to speed up the construction of essential chemical fiber materials like PX, MEG, and CPL, improve self-sufficiency in raw materials, and boost R&D and commercialization of non-cotton natural fibers and eco-friendly regenerated fibers. Additionally, recycling initiatives for waste polyester and recycled fibers will be promoted to increase the use of natural and renewable resources. The NDRC also stressed the importance of strengthening independent innovation in the textile industry. Currently, R&D investment accounts for only 0.3% of sales revenue, and most advanced textile machinery is imported. Future efforts should focus on developing high-tech, functional, and differentiated fibers, along with advanced processing and clean production technologies. Regional disparities, particularly between the central and western parts of the country, have further exacerbated structural imbalances. Under the “Eleventh Five-Year Plan,” coastal areas and major cities will limit the expansion of traditional cotton spinning and chemical fiber production, instead focusing on brand building, design, and market control. Meanwhile, labor-intensive industries will be developed in less-developed regions to support the eastern economy and absorb industrial transfers from both domestic and international sources. Lastly, given growing constraints from resources and the environment, the Opinions set targets for reducing fiber usage per unit of textile production by 20% and cutting water consumption per ton of fiber by 20% by 2010. These measures aim to make the textile industry more sustainable and efficient in the long term.
