IC special major manufacturing innovation system

20,000 scientific and technological workers have tackled their problems for nine years. They have filled gaps from scratch, and major national science and technology major projects have successfully created integrated circuit manufacturing innovation systems, leading and supporting the rapid rise of China's integrated circuit industry, and radiating the world leading LED and photovoltaic industry in China.

On May 23, the Ministry of Science and Technology, together with the Beijing Municipal Government and the Shanghai Municipal People's Government, organized the National Science and Technology Major Project “Very Large Scale Integrated Circuit Manufacturing Equipment and Complete Technology” (referred to as “IC Special Project”) results conference.

Strong chip industry is strong

Integrated circuit chips are the core cornerstone of the information age. Integrated circuit manufacturing technology represents the highest level of ultra-precision manufacturing in the world today. The integrated circuit industry has become a strategic industry that affects social, economic, and national defense security and comprehensive competitiveness.

For a long time, China's integrated circuit industry has been subject to various limitations in the advanced manufacturing equipment, materials, and processes introduced by the West. High-end chips mainly rely on imports. China's integrated circuit products have been imported for more than 200 billion U.S. dollars a year for many years, surpassing oil as the largest import product.

In order to achieve independent innovation and development, the State Council approved the implementation of integrated circuit special projects in 2008, focusing on independent innovation in equipment, processes and materials.

Chen Chuanhong, director of the major special project office of the Ministry of Science and Technology, introduced that this special project was led by the people's governments of Beijing and Shanghai. In the past nine years, more than 200 enterprises and institutions and more than 20,000 scientific workers participated in technological research and focused on six industrial clusters in Beijing, Shanghai, Jiangsu, Shenyang, Shenzhen, and Wuhan. After more than 20,000 scientific research personnel have worked hard for nine years, China's integrated circuit manufacturing technology has achieved tremendous changes from scratch and from weak to strong, leading and supporting the rapid rise of China's integrated circuit industry.

Great achievements in manufacturing innovation systems

The special results announced this time include the successful development of more than 30 kinds of high-end equipment and hundreds of key materials products that have been successfully developed into the domestic and overseas markets in the past 9 years, and the 65 to 28-nanometer product processes and high-density packaging integration technologies for global service.

Zhang Boxu, director of Beijing Economic and Information Commission, stated that high-end equipment and materials fill the gaps in the industrial chain from scratch and that the integration of manufacturing processes and packaging has grown from weak to strong to global participation in international competition. This shows that major national science and technology projects create integrated circuit manufacturing innovation systems. Sexual goals have been achieved. In the vigorous development of China's integrated circuit industry in recent years, major projects have played a significant role in innovation leadership and technical support.

“Cultivating an independent intellectual property system is a major priority for science and technology major special organizations.” Ye Tianchun, chief engineer of integrated circuit technology, introduced that the integrated circuit project has applied for more than 23,000 domestic invention patents and more than 2,000 international invention patents. The resulting intellectual property system has brought about tremendous changes in the strength and status of domestic companies in international competition. The development model has also changed from "introduction, digestion, and re-innovation" to a new model of "mainly independent research and development plus international cooperation."

Cultivate products and strengthen corporate innovation

The IC project aims at nurturing truly usable products and making companies bigger and stronger, and has carried out organizational and institutional innovations. Zhang Boxu introduced that, first of all, the assessment system of “downstream assessment of upstream components, complete machine assessment components, application of assessment technology, and market assessment products” ensured the practicality of scientific research results and achieved a large number of high-end products that could withstand market inspection.

Secondly, adopt a new model of effective coordination of industrial chain, innovation chain, and financial chain, coordinate special and key regional industrial development planning, actively guide local and social industry investment follow-up support, effectively promote the industrialization of special results, and foster enterprises to do Bigger and stronger, form the scale of the industry, improve the overall industrial strength. With special support, a group of leading enterprises have entered the world's forefront and a group of key enterprises have begun to actively participate in international competition. Specially supported enterprises have become favored in the capital market.

Fortunately, the domestic enterprises applied special achievements to develop a complete set of LED and photovoltaic manufacturing equipment, making China's LED and photovoltaic and other semi-conductor industries, the overall competitiveness of the industry jumped dramatically, and the industry scale and technical level achieved an international lead.

Regarding future development, Fu Guoqing, chief engineer of the Shanghai Municipal Science and Technology Commission, stated that by 2020, special projects will focus on the needs of traditional industrial upgrading and the development of strategic emerging industries to promote the large-scale application of innovative results and foster international competitiveness. Industrial clusters provide science and technology support for the implementation of the "innovation-driven development strategy." Ye Tianchun said that the special project has been systematically deployed in 14 nanometer equipment, processes, packaging, and materials. It is expected that it will fully enter into industrialization by 2018. The “Thirteenth Five-Year Plan” will also focus on supporting the research and development of advanced technologies such as 7-5-nanometer technology and three-dimensional memory, supporting Chinese companies to have core competitiveness in the global industrial chain, realizing independent industrial development, and forming distinctive advantages.
