Third, informatization must be planned and promoted in an integrated manner. This is particularly important for large-scale enterprises. For example, Sinopec and CNPC follow the principles of centralized and unified information construction, unified planning, unified standards, unified investment, unified construction, and unified management, insisting on piloting first and then promoting, and pushing forward in phases and in batches. For SMEs, what plans and modules to prioritize, what suppliers and products to choose, how to implement safeguards, project schedules and staff training must also be planned in advance.
