The document outlined an environmental goal to cut the total emissions of major pollutants by 10% within five years, highlighting the challenges the automotive industry will face during the "11th Five-Year Plan." The balance between industrial growth, ecological protection, and social progress is critical for the future of the auto sector. To better understand these issues, a reporter recently spoke with experts in automotive environmental protection. As the automotive industry enters its "youth" phase, it must take on greater environmental responsibility. Fu Yuwu, Executive Vice President of the China Automotive Engineering Society, emphasized that energy efficiency, environmental protection, safety, and recycling are core themes for the industry. In the past, the auto sector had a small economic footprint, producing only hundreds of thousands of vehicles annually, which had minimal impact on society. However, today, with annual production and sales expected to reach 7 million units, the industry has grown significantly and now plays a pivotal role in the national economy. It must now contribute more to societal development and embrace greater responsibility. To reduce environmental pressure, Fu suggested that technological innovation, management improvements, and new ideas are essential. Additionally, public awareness campaigns can help people understand the environmental impacts of the auto industry and encourage them to support sustainable practices. This collaboration between the government, enterprises, and the public is crucial for achieving environmental goals. Experts also stress that the government should play a central role in shaping policies and regulations. While laws and standards are important, effective enforcement and supervision are equally vital. Du Fangci, an automotive expert, pointed out that while China has made progress in legislation, there is still a lack of strict penalties and monitoring systems. For example, improper disposal of used oil remains a serious issue. Compared to foreign counterparts, China’s approach is less structured, resembling a small workshop rather than a well-regulated industry. Zuo Yanan, chairman of Jianghuai Group, highlighted problems with overlapping administrative responsibilities and inconsistent procedures across different government departments, which hinder the implementation of environmental standards. Regional differences in policy enforcement also create challenges for vehicle mobility and market competition. To address these issues, the government should streamline regulations, establish clear oversight mechanisms, and provide consumer incentives. Many countries offer tax breaks, subsidies, or free parking for eco-friendly vehicles, encouraging their adoption. China could follow similar models to promote greener transportation. Automotive environmental protection is a complex system involving multiple sectors and stakeholders. Experts agree that no single entity can solve this alone. For instance, the mismatch between emission standards and fuel quality complicates efforts to reduce pollution. China’s fuel standards differ from those in Europe and the U.S., creating additional challenges for implementing stricter emissions rules.
