Since reaching its peak of 115.35 in September 2004, the ferrous metals mining industry has experienced a gradual decline over the past two years. In the first quarter of this year, the industry sentiment index dropped to a low of 102.88. Although there have been some recent improvements, the sector is no longer experiencing the same level of growth as it did during the boom period in 2004. From January to July, the prosperity index for the ferrous metals mining industry stood at 104.83, marking a decrease of 6.27 points compared to 2005. This represented the largest drop among the 39 industrial sectors, with a decline of 10.19 points from the high level recorded in the same period in 2004. September 2005 marked a turning point for the coal mining industry, which began showing signs of a downturn thereafter. From January to July this year, the coal industry climate index fell by 32 points compared to the same period last year. The main reason behind the decline in both coal and ferrous metals industries is the rising costs and limited ability to pass on price increases. Since the second half of 2005, the gap between sales growth and cost growth has widened significantly. On April 1, the government raised the coal resource tax in several provinces, including Shaanxi, Jiangsu, Heilongjiang, and Jiangxi. Additionally, recent adjustments to electricity, oil prices, railway tariffs, and port fees have further increased production and transportation costs. From January to July, the cost of coal product sales rose by 32% year-on-year, 7.9 percentage points higher than the growth in sales revenue. Similarly, the growth in sales costs for ferrous metals has consistently outpaced sales revenue growth since 2005. Although the gap narrowed slightly in the second half of 2005, it widened again after China raised resource tax rates on iron ore and manganese ore starting January 1, 2006. From January to July, the cost of ferrous metal mining product sales increased by 37.8%, 8.7 percentage points more than the growth in sales revenue. This high cost growth has severely squeezed profitability in both industries. As supply and demand in the coal market gradually balance, a buyer’s market is emerging, and coal prices are not rising. Meanwhile, iron ore prices lack strong support due to declining profits in the downstream steel industry. The ex-factory price index for ferrous metals mining fell by 3.6% in July compared to the same period last year, while the coal industry's ex-factory price index stabilized, increasing by only 2.8% year-on-year. One direct result of these price declines is stagnant productivity growth. In addition, excessive inventory and slow capital turnover are also contributing to the decline in both industries. From January to July, the finished goods inventory for coal and ferrous metals mining reached 72.117 billion yuan and 283.463 billion yuan, respectively, up 44.4% and 34.1% year-on-year. At the same time, accounts receivable for companies increased by 38.4% and 20.7% year-on-year, accelerating by 16.3 and 12.4 percentage points compared to the same period last year. Due to these factors, the profitability of the ferrous metals mining industry has continued to fall, with negative profit growth persisting since 2006. The coal industry has also seen a decline in profit growth, partly due to a higher base in previous years. As macroeconomic control measures take effect, the rapid expansion of energy-intensive industries will be further restricted. National coal supply and demand are expected to stabilize, leading to increased overcapacity pressures and downward pressure on coal prices. However, government efforts to enhance safety, improve environmental standards, and increase recovery rates will likely raise operational costs, leaving the coal industry still under economic pressure.
