The National Development and Reform Commission recently released the “Announcement on Soliciting Related Conditions for Pilot Units for Automobile Parts Remanufacturing to the Publicâ€, and a total of 4 vehicle manufacturers and 10 component companies entered the pilot. According to the announcement, the vehicle companies that entered the pilot include China First Automobile Group, Shanghai Automotive Industry (Group) Corporation, Anhui Jianghuai Automobile Group and Chery Automobile. Of the 10 parts and components manufacturers, there are local parts manufacturers such as Zhejiang Wanliyang Transmission Co., Ltd., and Dongfeng Cummins Engine Co., Ltd. and other joint ventures. According to the National Development and Reform Commission’s documents, in order to complete the inspection and acceptance of the auto parts remanufacturing pilots, according to the requirements of the relevant documents, the auto parts pilot companies are publicly solicited for opinions on the following conditions, including whether or not the remanufactured products have failed to meet the standards. There are 8 categories, including direct dismantling of scrapped automobiles, acquisition of the "Five General Assembly", unauthorized use of other companies' products, and major environmental pollution problems. The above pilot is the latest development of the NDRC's pilot work on deepening remanufacturing. The work was first started in 2008. In 2011, the "Twelfth Five-Year Plan" outline reviewed and passed by the National People's Congress clearly defined "remanufacturing industrialization" as one of the key projects of circular economy. In September this year, the National Development and Reform Commission issued the "Notice on Deepening Remanufacturing Pilot Work" and proposed six support measures for the remanufacturing pilot units.
