How to ensure Europe’s EV charging infrastructure buildout succeeds

The Fit for 55 package, a key legislative initiative by the EU aimed at aligning its laws with ambitious climate goals, includes the Alternative Fuels Infrastructure Regulation (AFIR). This regulation places electric mobility at the core of the alternative fuels strategy. According to AFIR, each EU country is required to ensure a certain amount of charging infrastructure per registered electric vehicle. However, this proposed minimum charger-to-vehicle ratio may not be sufficient to meet the EU’s broader vision of using electric mobility as a driver for the energy transition. While we support the direction of this package, it's important to recognize that a one-size-fits-all approach could hinder rather than promote a balanced rollout of electric mobility across Europe. In this article, we'll explore why this approach might not be ideal and suggest an alternative path forward. Electric mobility is seen as a crucial tool in the EU’s plan to reduce carbon emissions by 55% by 2030. The Fit for 55 package outlines a roadmap for achieving this goal, with electrification of transport being a central element. The EU believes that investment in EV charging can catalyze a transformation of both the energy and transport systems. As one EU report states, “The deployment of charging infrastructure in line with electric vehicle uptake is a key enabler of the switch to alternative fuels and to a largely zero-emission vehicle fleet by 2050.” Beyond environmental benefits, electric mobility also brings economic advantages. It creates green jobs, enhances digital infrastructure, and helps reduce air pollution in European cities. Therefore, prioritizing EV adoption and infrastructure is essential for a sustainable future and lays the groundwork for further decarbonization. However, to truly act as a catalyst for change, electric mobility must become increasingly attractive for all drivers across Europe. In some countries, the current level of EV uptake is still far below what is needed to meet transport decarbonization goals. EV uptake and charging infrastructure are closely linked. The EU aims to make EV charging as convenient as filling up a conventional car tank. Yet, the uneven distribution of charging stations today makes cross-EU travel challenging. This "chicken-or-egg" problem highlights the interdependence between EV adoption and infrastructure development. To increase one, the other must first be improved. The AFIR sets out the requirements for EV charging infrastructure that member states must meet. However, the current targets—such as a minimum of 1kW of charging power per BEV—are insufficient to achieve the EU’s goal of making EV charging as easy as refueling a traditional vehicle. In countries with fewer EVs on the road, these targets may not significantly boost infrastructure availability. Conversely, in countries already leading the EV revolution, the targets have already been met and offer no additional incentive. This situation means the EU is missing an opportunity to expand charging infrastructure across the continent. Insufficient targets will not only affect long-term net-zero goals but also impact drivers today. Many potential EV drivers face range anxiety—the fear that their car’s battery will die mid-trip. According to our research, this is the main barrier to EV adoption in Europe. To address this, we need a more tailored approach. Instead of a one-size-fits-all model, the EU should set capacity-based targets that consider the specific needs of different countries. For example, countries with smaller EV fleets should have higher targets to ease range anxiety and accelerate electrification. These targets should be gradually reduced as EV penetration increases, once they reach the EV tipping point. Additionally, setting higher targets for underserved markets, along with supportive policies to attract private investment, can lead to a competitive and organic infrastructure build-out. This would create a strong industry capable of meeting future EV driver needs. In conclusion, while the Fit for 55 package and AFIR represent a solid starting point for making electric mobility mainstream across Europe, the EU must move away from a one-size-fits-all approach. Tailored, capacity-based targets within AFIR can boost electrification where needed and allow market freedom in countries where the industry is already thriving. This shift would help overcome the main barrier to EV adoption, stimulate infrastructure development, and attract private investment into the sector.
