Shaanxi Province has recently issued the "Urban Air Heavy Pollution Day Emergency Plan (Interim)" to require more than 30% of official vehicles to stop when pollution is serious, and the vehicles must be filed for parking. Vehicles with conditional urban social restrictions on day and night are imposed on extremely polluting days.

According to the national “Ambient Air Quality Standards” and “AQI Technical Regulations (Trial)”, the air quality is classified into six levels: excellent, good, light pollution, moderate pollution, severe pollution, and severe pollution. According to this grading, Shaanxi Province determines the heavy air pollution above and above the day as the heavy pollution day, and divides it into three levels: severe pollution day, severe pollution day, and extremely heavy pollution day, and implement different emergency plans.

The plan stipulates that according to the air quality forecast situation, corresponding pollution emergency measures shall be taken. The air heavy pollution day emergency measures include health protection measures, recommended pollution reduction measures, and mandatory pollution reduction measures.

On the day of serious pollution, six mandatory measures were adopted, including the Party and government agencies and public institutions strictly controlling the use of office vehicles. Every day, no less than 30% of the vehicles were to stop going out of business, and vehicles that stopped traveling should be reported to the emergency office or public security department at all levels of government.
