Fluorocarbons have been widely used in industrial processes and consumer products, including adhesives and resins used in many types of products such as textiles, furniture fabrics, paper and leather coatings, and electronic equipment. However, studies have confirmed that fluorocarbons have a significant impact on the environment and can accumulate in organisms that are harmful to mammals.
Although fluorocarbons have long been banned from use in a wide range of consumer products, they can still be used in several types of industrial processes, fire-fighting foams, certain metal plating processes, and photographic coatings.
According to the ban, the concentration of fluorocarbons in semi-manufactured or semi-manufactured parts is equal to or exceeds the overall 0.1% and must not be sold in the market. In textiles or other coated products, the fluorocarbon content is equivalent to or exceeds 1 microgram per square meter of the coated product and it must not be sold in the market.
The European Commission has provided non-binding information to member countries to explain the definitions of the concepts involved in the directive, such as "new products" and "semi-finished products".
Since fluorocarbons are widely used for surface coatings, the Commission's information states that the concentration limit of fluorocarbons on coated products must not be calculated for the entire product, but must be calculated on the part of the product containing fluorocarbons. In addition, if the fluorocarbon-containing coating is soldered to another coating, a fluorocarbon-containing coating can be identified when viewing the cross-section of the coating surface with a microscope, and the coating can be considered as being distinguishable with a microscope. The structure of the coating, the fluorocarbon concentration must be lower than the overall 0.1%.
The European Committee for Standardization is developing test methods to determine the content of fluorocarbons.
EU fluorocarbon ban is about to take effect
The EU Directive 2006/122/EC prohibits the use of fluorocarbons (PFOS) in a wide range of products, including electronic products, textiles and other coated products. The directive requires member states to implement the relevant regulations in accordance with the directive on or before December 27, 2007, and the ban will take effect on June 27, 2008.
