Larry Shapiro photo Here's an excerpt from the Chicago Tribune: Waukegan officials expressed a mix of surprise and empathy on Monday night when Fire Chief Ricco Farrell announced to the City Council that he plans to retire early next month in order to care for his aging parents. Farrell addressed the council at the beginning of the meeting to share his decision, which will mark the end of his 31-year career with the Waukegan Fire Department. He was promoted to fire chief in May 2013, when Mayor Wayne Motley took office. “This is a bittersweet moment,†said Farrell, who received a noticeable reaction from the audience. “Because of my family’s needs, I’m announcing my retirement, effective October 5th. For the past 31-and-a-half years, my parents have been my biggest supporters. They’ve always been there for me, and they taught me the values that you see before you today.†He added that while it’s an honor to step away and support his parents, he will miss working with the city and the people of Waukegan. “I’ve always felt it was a privilege to serve the citizens of this community,†he said. “Most of all, I enjoyed being a servant for the people of Waukegan.†Farrell spoke passionately about his journey, recalling how he had dreamed of becoming a firefighter since he was just nine years old. “I’m living the dream,†he said. “I thank God for the support I’ve received, and I know the Waukegan Fire Department will continue to thrive under strong leadership.†He became the city’s first African-American fire chief when he was appointed by Mayor Motley, following the resignation of Dan Young, a long-time veteran who had served as chief for five years. Farrell’s announcement has left many in the community reflecting on his long and impactful career. As he prepares to step down, his legacy of service and dedication remains a source of inspiration for both current and future firefighters in Waukegan.
